HCAA: New air traffic system, radar and recruitment

The Civil Aviation Authority (HCAA) sets as a non-negotiable priority the enhancement of air transport safety, with a broad modernization program of 313 million euros.
The Ministry of Infrastructure and Transport and the HCAA have been implementing an institutional reform for five months that addresses chronic outstanding issues in the air navigation sector, which had exposed the country to European observations and sanctions. In this context, an Action Plan was drawn up with 364 individual actions, in collaboration with the European Commission, EASA and EUROCONTROL.
New air traffic management system
On August 20, the manufacturing company submitted the final bid for the new central ATM system, TOP SKY ATC ONE, one of the most modern in the world. The aim is to fully upgrade the current PALLAS 3G system and comply with the new EU regulatory framework.
New radars
In parallel, the procurement of 8 new radars costing 53.6 million euros, with Mode-S capability, is progressing for areas such as Thessaloniki, Heraklion, Rhodes, Corfu, Limnos, Karpathos and Andravida. The addition of radars in Andravida aims to improve coverage in the Ionian Sea.
System availability
According to data from the Hellenic Aviation Authority, the availability of critical radar and communications systems showed a significant improvement in 2024 and the first half of 2025, with many radars reaching reliability rates close to 100%.
Staff reinforcement
The Hellenic Aviation Authority is also proceeding with extensive recruitment. The first competition for 97 Air Traffic Controllers was completed in April 2025, while another 72 are scheduled to be recruited in 2026. In addition, through ASEP, 43 new electronic ATSEPs, 28 flight information officers AFISOs, as well as 100 more employees of various specialties are joining.
With these actions, the CAA aspires to leave behind chronic problems and fully harmonize Greece with European standards of safety and air traffic management.
