Greece and Ukraine sign LNG energy deal; Mitsotakis emphasises Cyprus’s occupation

The energy agreement for the transfer of LNG from Greece to Ukraine was signed at the Maximos Mansion, in the presence of Kyriakos Mitsotakis and Volodymyr Zelenskyy.
During his joint statement with the Ukrainian President, the Greek Prime Minister referred to Cyprus, speaking about a ceasefire in Ukraine and stating that «for Greece, the inviolability of borders is non-negotiable and every illegal fait accompli will always find us on the opposite side. I say this with awareness of its significance for a nation, as for ours, the issue of Cyprus, of the invasion and the illegal occupation of the north of the island 51 years later, remains open.»
The signing of the Declaration of Intent between DEPA Commercial and Naftogaz for the supply of American LNG to Ukraine starting from December 2025 until March 2026 constitutes a critical contribution to regional and European energy security and resilience, while supporting Ukraine during a difficult winter. Greece’s critical energy infrastructure ensures stable natural gas flows along the Vertical Corridor.
The agreement was signed by the relevant Ministers of Greece and Ukraine, with the US Ambassador, Kimberly Guilfoyle, also present.

More specifically, Mr. Mitsotakis stated that «we stand by the Ukrainian people. Greece has aligned itself with the defender, against a bloody operation that violates every notion of sovereignty and legality.» Recalling the occupation in Cyprus, Mr. Mitsotakis stressed that for Greece, the respect for borders is non-negotiable.
«In Greece, you will find a stable ally. We favoured Ukraine’s European course, in which we are ready to contribute,» he said.
Relations are now acquiring a new dimension of energy security, through the developing vertical corridor and the Alexandroupolis-Odesa connecting axis. Ukraine gains immediate access to diversified and reliable energy sources. «It is a decisive contribution to energy stability, to security.»
The plan, he stated, becomes feasible due to the infrastructure, the strategic position, and the agreements Greece signed just last week, declaring that the country is recognised as a point of reference in the wider region.
«We are talking about the immediate activation of the vertical corridor, which connects Greece with Ukraine,» he stated, also referring to the TERNA agreement. Greece is becoming a provider of energy security for your homeland. «These are steps in Europe’s weaning off Russian natural gas. Greece features Alexandroupolis as its spearhead.»
Zelenskyy: We Expect Greece’s Participation in Ukraine’s Reconstruction
The Ukrainian President called for the continuation of pressure on the Russian side. «Russia deserves further sanctions, and we are very pleased with Greece, which supports our initiatives to return abducted children to Ukraine, regarding prisoners of war since 2014, when the Russian invasion of Ukraine began and since then we have been trying to return children and adults home,» he said.
He also thanked Greece for its support for the European course. «We expect Greece’s participation in the reconstruction of Ukraine. We presented our capabilities in modern defensive weapon production. Ukraine is defending itself, but it has developed many weapons where we can cooperate,» he stressed.
What the Energy Agreement Provides
As stated in the official announcement regarding the energy agreement, DEPA Commercial and Naftogaz of Ukraine signed a Declaration of Intent for the supply of natural gas to the Ukrainian market from December 2025 to March 2026.
In the context of the future agreement, the transfer of Liquefied Natural Gas (LNG) quantities from the United States via «Route 1» is foreseen, which is jointly provided by the Transmission System Operators (TSOs) of Greece (DESFA), Bulgaria (Bulgartransgaz), Romania (Transgaz), Moldova (VestMoldTransgaz), and Ukraine (GTSOU).
According to the same announcement, the two state-owned companies, DEPA Commercial and Naftogaz of Ukraine, through this agreement, join forces in a highly competitive and constantly evolving environment for the European energy market, in which energy solidarity and Greece’s critical energy infrastructure upgrade regional energy security and ensure stable natural gas flows along the Vertical Corridor.
«Today’s signing of the Declaration of Intent between DEPA Commercial and Naftogaz constitutes a substantial contribution to regional energy cooperation and market integration at a critical juncture,» stated Konstantinos Xifaras, CEO of DEPA Commercial.
He continued: «The delivery of natural gas to Ukraine through a reliable, multinational corridor constitutes an “energy bridge” between the infrastructures of Greece and Ukraine, supporting the wider energy resilience of Europe. The supply of American LNG will be executed through the company ATLANTIC – SEE, in which DEPA holds a 40% stake, signalling DEPA’s commitment to providing practical and secure energy solutions throughout Southeastern Europe.»
For his part, Sergii Koretskyi, CEO of Naftogaz, underscored that «this agreement opens up another reliable import route for us for the upcoming winter. We are constantly broadening the geography of our supplies to ensure reliable heating for Ukrainians and to strengthen the energy security of the entire region. I thank DEPA Commercial for its willingness to move forward together. I also express my sincere gratitude to the President of Ukraine and the government for their contribution in making this agreement possible.»
