Kozani: Tender for the Development of Lake Polyfytos

ANKO Western Macedonia S.A. – Local Government Development Agency announced a tender titled “Operational Program for the Integrated Development of Lake Polyfytos”, concerning the provision of consultancy services for the preparation of a comprehensive development plan for the wider Lake Polyfytos area.
ANKO has set up a project team aimed at creating a holistic strategy for the sustainable development of the area, responding to contemporary development challenges and supporting Western Macedonia’s adaptation to a new productive model. The selected contractor will participate in ANKO’s project team, providing specialized consultancy services in research and development, focusing on drafting the Operational Program for the Integrated Development of Lake Polyfytos.
The program represents a comprehensive spatial policy approach (“politiques de territoires”), supporting sustainable development not through fragmented sectoral interventions but through cross-sectoral planning and synergistic measures. This approach signifies a shift toward modern development policies, with the spatial characteristics of the intervention area being central to the planning.
Despite the lake’s long history, spanning roughly fifty years, and its significant potential for activities both within the lake and in surrounding areas, its development remains limited compared to other artificial or natural lakes in Greece (e.g., Lake Plastira) and similar international cases. Contributing factors include administrative division among three municipalities, lack of secured funding, and absence of an integrated development framework. Past studies now require updating to reflect the intervening years and new funding conditions.
The Strategic Development Plan of Lake Polyfytos will consider these factors alongside the area’s development prospects, necessitating the preparation of a Special Development Program (SDP) to enable effective utilization of current and future national and EU funding tools.
The assignment includes participation in the overall development planning of the Lake Polyfytos area and is executed in two stages:
Stage A – Strategic Planning:
- Drafting the SDP strategy
- Defining the intervention area
- Analyzing and evaluating existing plans
- Assessing current conditions
- Forming working groups with local and expert stakeholders
- Conducting synthesis through methodological tools such as environmental analysis, SWOT, and spatial modeling
- Formulating general and specific strategic directions
- Evaluating past public and private investments
- Outlining action frameworks and recording best practices in lake management
Stage B – Operational Planning and Action Plan:
- Detailing priority axes into specific measures, projects, and actions
- Evaluating each for feasibility, necessity, and maturity
- Scheduling actions according to development prospects and available funding under current and upcoming programming periods
- Drafting the Action Plan chapters, covering economic planning, funding sources, timelines (short-, medium-, and long-term), and monitoring indicators
