The initiatives for the modernization of Greek air navigation were presented by the Minister of Infrastructure and Transport, Christos Dimas, in response to Current Questions in Parliament by SYRIZA State Member of Parliament Elena Akrita and Independent Member of Parliament B3 South Sector of Athens Rallia Christidou.
“Our country has a comprehensive holistic plan, not only for the administrative reform of the Civil Aviation Authority, but also for its staffing, for air transport infrastructure and of course for the modernization of all air navigation systems, so that they are fully compatible with each other and the most modern throughout Europe”, emphasized the Minister of Infrastructure and Transport.
During his remarks, Mr. Dimas presented the new three-year Action Plan (2025–2028) with 364 actions, which is being implemented in collaboration with DG MOVE, EASA and EUROCONTROL. The Action Plan is structured in seven pillars, each corresponding to a key intervention axis, which the Minister of Infrastructure and Transport briefly presented. These are:
The first pillar, Monitoring and Coordination of the Action Plan, so that implementation is carried out in a timely manner, in line with the requirements of the European Commission.
The second pillar, the Development of Data Link Services (DLS), which allow secure digital communication between aircraft and controllers.
The third pillar, the Upgrade of the Central Air Traffic Management System (ATM)/DPS Upgrade (TopSky ATC One), to operate as one of the most modern in the world.
The fourth pillar, the Integrated Performance Based Navigation (PBN) Implementation, concerns the modernization of Greek airspace with new flight procedures (RNP).
The fifth pillar, the Installation of new Mode S radars, includes the upgrade of seven radars through the “Pallas T1” project, the procurement of eight new ones and their full interconnection with the network and TopSky DPS, in accordance with Regulation (EU) 1207/2011.
The sixth pillar, the Full Implementation of Regulation CP1, is related to the implementation of actions for compliance with Regulation (EU) 2021/116, within the framework of the Single European Sky.
The seventh pillar, the Transformation of the CAA, focuses on the institutional and organizational reorganization of the Civil Aviation Authority, enhancing efficiency and accountability.
Mr. Dimas emphasized that significant actions are being taken to strengthen the CAA’s staff. Specifically, 97 new Air Traffic Controllers are completing their training by March 2026, while 72 additional recruitments are planned for the same year. In addition, the procedures for the recruitment of 43 new scientists in the Electronics ATSEP sector and 28 AFISO employees for regional airports are in their final stages, while another 100 new positions in various sectors have been approved for 2026.
