Accession to the Single Euro Payment Area, SEPA, by Albania, Moldova, Montenegro and North Macedonia last month was hailed as a historic development by the European Commission. It also comes with tangible benefits. The Commission estimates that individuals and businesses from the four countries stand to save around 500 million euros on cross-border transactions.
But Kosovo remains in the SEPA waiting room. Several laws that are languishing before the Constitutional Court mean that a final application to join cannot be made. Our analysis takes a closer look at the problem.
